ISTmedWatch® quickly finds any records on excluded parties lists maintained by the Department of Health and Human Services (HHS), such as the Office of Inspector General’s LEIE database and the General Services Administration’s Lists of Parties Excluded from Federal Procurement and Non-procurement Programs. How is ISTmedWatch® Better?

List of Parties Excluded from Federal Procurement and Nonprocurement Programs

Compliance with the Computer Matching and Privacy Act of 1988

The General Services Administration (GSA)'s List also known as the Excluded Parties Listed System (EPLS) provides an up to date source of information on those firms and individuals that have been suspended, debarred or otherwise excluded from Federal Procurement and Nonprocurement Programs. Users of the list are able to conduct a search by name of the excluded firm or individual.

There are three (3) Exclusion Types: reciprocal, procurement and nonprocurement: The Reciprocal Lists, is a listing of procurement and nonprocurement exclusions taken after August 25, 1995. The Federal Register on June 26, 1995, published the final rule to ensure that exclusions from Government procurement and nonprocurement programs were applied reciprocally. The effective date of this change was August 25, 1995. In other words, any procurement or nonprocurement action initiated on or after August 25, 1995, means exclusion from both programs. This list includes individuals, entities, and contractors that are excluded Governmentwide (unless otherwise noted) from Federal procurement sales programs, nonprocurement programs, and financial and nonfinancial benefits.

The Procurement List, is a listing of procurement exclusions only. All exclusions in this section were added before August 25, 1995. Currently, only updates and deletions are being performed on this section and it will eventually diminish and no longer appear. This list includes contractors that are excluded governmentwide, unless otherwise noted, from Federal procurement and/or sales programs.

The Nonprocurement List, is a listing of nonprocurement exclusions only. All exclusions in this section were added before August 25, 1995. Currently, only updates and deletions are being performed on this section and it will eventually diminish and no longer appear. This list includes persons (individuals and entities) excluded govermentwide, unless otherwise noted, from certain types of Federal financial and nonfinancial assistance and benefits.

Office of Inspector General

The Office of Inspector General (OIG) was established in the U.S. Department of Health and Human Services to identify and eliminate fraud, waste, and abuse in the Department's programs and to promote efficiency and economy in Departmental operations. The OIG carries out this mission through a nationwide program of audits, inspections, and investigations. In addition, the OIG has been given the authority to exclude from participation in Medicare, Medicaid and other Federal health care programs(1) individuals and entities who have engaged in fraud or abuse, and to impose civil money penalties (CMPs) for certain misconduct related to Federal health care programs
